[robocup-humanoid] Notification of rule change of July 15 evening

To All Team Leaders,

Please inform all your referees that based on the discussion
and two thirds majority vote at the team leaders meeting
on Tue, July 15th, rule 10 was changed so that ALL games
with a goal difference of 10 goals will be terminated (mercy rule).

10.5. (NEW)
If the current score in a match has a goal difference of 10 goals (e.g.,
10:0, 11:1,...), then the referee will terminate the match and the score
will be recorded as the current score.
