The minimum kicking distance in the penalty kick is limited by the
field lines of the goal area. It should be the same
in this "extended" penalty kick (PK).

In the PK it has already been allowed in recent years that the
striker robot can dribble the ball towards the penalty area.

It is not allowed in the penalty kick that the striker dribbles the ball 
_inside_ the goal area. 
It is therefore not possible for the striker to dribble the ball into the 
goal without kicking it.
