Dear Jacky,

one way to give the goalie some reaction time would also to count goals 
only when the ball has been kicked from the rectangular area between   
the center line   and    the line going through the yellow-goal-half 
restart markers.
This would mean that there is a minimal kicking distance that 
corresponds to the kicking distance used for the penalty kicks so far.
In this case, one could require the goalie to stay upright inside the 
goal area until the ball has been kicked.

This modification would also reflect the name "Dribble Kick Competition" 
better, because it would not be possible to dribble the ball into the 
goal without kicking it.
