[mlpack] Introduction to the Community

[Aman Dalmia]

Hello everyone,

I am a pre-final year student at the Indian Institute of Technology,
Guwahati. I have been using ml-pack to implement machine learning
algorithms in practise and am really excited to contribute towards it. I
would be really grateful if someone could help me get started with it.
