[mlpack] An Introduction

Hello Amitrajit,

I agree, if you like to work on exactly this particular projects, I think the
best idea is to wait and see what happens in the next months. If you like to
work on a Deep Learning project in general, I'm sure we can find something
interesting. If you like we can discuss some ideas, over mail or irc.
