[mlpack] mlpack license confusion

Hi Josh,

Thanks for pointing this out.  This is an embarrassing error of mine.  I
am about to release mlpack 2.0.1 with correct licenses.  I'm sorry about
the mistake...

(I think maybe I need to hire someone to look over my shoulder at all
times to ensure I'm not doing something stupid!)
