[mlpack] Implement a framework for manifold learning

HiStephen,


I implement a framework for manifold learning including LLE, LE, Isomap and MDS.
I write some unit tests and do some tests in swissroll dataset.
But I don’t include tests for generating embedding vector for out-of-sample data point
because I don’t know how to do deal with this.
I send a pull request, would you like give me some guidance?
