[mlpack] compiling mlpack with MinGW/MSYS

hi Ryan,

I have no lib file at all !
Armadillo install only .hpp files. (the same on OSX)
As it exists only one .cpp file in the source tree, and it is called wrapper.cpp,
I suppose that the absence of a lib file has something to do with an option in Armadillo bui ld; probably ARMA_USE_WRAPPER
