[mlpack] GSoC - 2013 Collaborative Filtering - Introduction and Initial thoughts

Hi Ryan, Ajinkya

I have uploaded an initial draft of the proposal on the melange website. I
tried to make a detailed and complete proposal. Please let me know what you
think about the proposal and it will be great if you could suggest
improvements at your leisure. I have concerns about the  "Implementation"
