[mlpack-git] [mlpack/mlpack] add cli executable for data_split (#650)

@keonkim I cannot find a good way to cut the trailing zeros either. Anyone have a good idea?If this is a critical problem must be solved(it do not sound like for me), the dumbness solution I could come up is 
iterate the value one by one, restrict the precision of the double, this solution may need to give more params to the Save api.
