[mlpack-git] [mlpack/mlpack] add cli executable for data_split (#650)

I assume that the name TrainTestSplit was borrowed from [sklearn](http://scikit-learn.org/stable/modules/generated/sklearn.cross_validation.train_test_split.html).
For now, I just renamed TrainTestSplit() to Split() and added newly made functions as overloads.
