[mlpack-git] [mlpack] Add Dropout/DropConnect (#413)

@zoq, Please have a look at this [commit](https://github.com/palashahuja/mlpack/commit/17acaaf331c9fa8801b7ff8d1c58e8623351ca20). I have already implemented the dropconnect, but I wanted to know what should I do for `layerTraits`? It isn't clear, for this case ..
