[mlpack-git] [mlpack] add train test split (#523)

I agree, using a vector representation for an image or a multi-channel image, is probably the best solution. So I guess, the question is, should the function to split train and test data support cubes as it does right now or should we remove that support? If we decide to support cubes, should we also support that a set could be more than one slice?
