[mlpack-git] [mlpack/mlpack] I need all the dlls required to run mlpack on Windows (#704)

I'm trying to run mlpack on Windows(10) with vs2015 x64, but the error " ***.dll is missing" keeps showing up again and again. I've got "libopenblas.dll", "cyggfortran-3.dll", "cyggcc_s-seh-1.dll" and "libgcc_s_seh-1.dll" by all kinds of means(It has taken me a long time).Finally after I got the "libgcc_s_seh-1.dll", a new error(code 0xc000007b) occurred(this error occurs probably because 64-bit program uses 32-bit dll, according to google). I'm not quite sure whether this error is caused by "libgcc_s_seh-1.dll" or the next dll required(if it happens to exist on my computer but is not the right version). I have no other way but to ask for help here. So I wonder if it's possible to provide all the dlls for us.
