[mlpack-git] [mlpack/mlpack] Binarize Function + Test (#666)

@stereomatchingkiss it took me a little time to learn openMP, using the code above, I got slightly worse result of 0.191777s (previous one being 0.129665s)with same 1000000 iterations. (10 x 10 matrix)

I wasn't sure of where mlpack defines number of threads, but I manually set 4 threads while running this.
