[mlpack-git] [mlpack/mlpack] Vantage point tree (#708)

I did the refactoring of `VantagePointTree`. Right now, each vantage point is contained in a separate leaf node.
I added `TreeTraits::FirstSiblingFirstPointIsCentroid`. But the traverser has to use `traversalInfo` in a different way since the traversal information should be equal for all siblings (since they have equal centroids).
