[mlpack-git] [mlpack/mlpack] Added test coverage framework (#720)

I made some minor changes in 4c88348.  I think that mlpack_coverage.in depends on several things we aren't checking for, like cpp-coveralls and genhtml.  Do you want to add CMake checks for those?
