[mlpack-git] [mlpack/mlpack] Added test coverage framework (#720)

* Yes I checked its necessary to add libsupc++ while compiling with -fkeep-inline-function with latest gcc compilers so I will add it o libmlpack when its buillt with coverage.

* I am not able to reproduce the boost program option errors. I have successfully compiled on g++ 5.4.0.
