[mlpack-git] [mlpack/mlpack] Added test coverage framework (#720)

[sumedhghaisas]

Added mlpack_coverage script to generate report by running tests (run 'mlpack_coverage --help' for options)
mlpack_coverage script can upload the results to coveralls
Header file functions are successfully added with -fkeep-inline-functions
Added functionality to cpp-coveralls script to upload the locally generated lcov report
