[mlpack-git] [mlpack/mlpack] LSHSearch Parallelization (#700)

I think I would prefer to move on to the next thing, so if it's alright with everyone I'll finalize the code and merge only the parallelization that works.
I could come back to this some time later and see if I can parallelize `ReturnIndicesFromTables` or `BaseCase`
