[mlpack-git] [mlpack] add train test split (#523)

I take a quick look at the codes of ann, it changed a lot. Old Trainer cannot work anymore, do you plan to customize every optimizer and give up the Trainer class?  Could you tell me the reasons and the pros/cons of the new designs(I hope I could learn something from it :) ), thanks.
