[mlpack-git] [mlpack/mlpack] Universal B tree implementation (#746)

I finished the refactoring (except of ordering the dimensions in the address, I should think a little more about that). It seems I haven't overlooked anything. Since the PR is almost ready to merge, I added the UB tree to `RSModel`.
