[mlpack-git] [mlpack/mlpack] add overload that imputes every dimensions (#740)

I've been working on this.
But it seems to be impossible to make fully compatible Impute() function that applies all dimensions.
Because the information is dependent on the DatasetMapper object produced by the load() function.
I will close this for this moment and make pull request excluding Impute()-for-all-dimensions patch,
