[mlpack-git] [mlpack/mlpack] Bugfix #350 and some fixes in RStarTreeSplit and XTreeSplit (#556)

I replaced the static `SplitType` class by an instantiated object.
The `normalNodeMaxNumChildren` was moved to the `XTreeSplit` class.

If I am not mistaken the `splitHistory` also should be moved to the `XTreeSplit` class.
