[mlpack-git] [mlpack/mlpack] add train test split (#523)

I made some simple changes, let me know if you think any of the changes should be reverted.  Mostly I just made a few style fixes, moved it to `mlpack::data` from `mlpack::util`, and added another test.

213a04d Add another test, and check that we aren't duplicating points.
35149da Style fixes.
410bed0 Move SplitData to data namespace.
c20195c Move <tuple> to standard include.
