Looks good to me; seems like the copying was actually a bit trickier than I thought; I hadn't considered extensions on Windows.  Thanks for the contribution.  If you want to add your name to the list of contributors in `src/mlpack/core.hpp` and `COPYRIGHT.txt`, please feel free and I'll merge it in.

I documented the change in HISTORY.md in 3d65139 and removed the debugging output in cf2b625; let me know if I screwed something up.  Thanks!
