[mlpack-git] [mlpack/mlpack] parallel sgd (#603)

DONE:
1. "LogisticRegressionPSGDSimpleTest"  added   
2. Barrier Removed
3. Introduced thread iteration variable T for speedup.(Have to discuss)
*Now it is faster then than before.
 

TODO:
1. Documentation for the ParallelSGD class  & Test.
2. Style change
