[mlpack-git] [mlpack] Fix drop out layer (#463)

There are a few exceptions, but generally mlpack doesn't use setter methods. So, I'm not sure if it's a good idea to switch to another interface in this case. I'm interested to hear what @rcurtin things about the proposed change.
