[mlpack-git] [mlpack] Implementation of primal-dual interior point SDP solver (#391)

This PR addresses most of the issues brought up in the review of the preliminary diff for #387. 

The current status of this PR is that this is a solid enough foundation that with a few iterations, we should be able to get it into an agreeable (e.g. mergable) form.
