[mlpack-git] [mlpack] Mean shift clustering (#388)

Implement Gradient(const double distance) for shift-invariant kernels and
GradientForSquaredDistance(const double squaredDistance) for kernels whose UsesSquaredDistance is true to calculate weight of point faster.
