Added a fatal error if config.hpp is not found in cec4ac4.  So hopefully that should help people with future similar issues.

With a bit more digging, I'm not sure why config.hpp doesn't exist in your situation, because it seems like Armadillo usually ships with a pre-configured config.hpp in include/armadillo_bits/.  Maybe this was not the case for 6.200.4...?
