 I have done the essential changes to the API. However, we might need to
 test how the different metrics work with BallBound.

 src/mlpack/tests/tree_test.cpp contains many tests for hrectbound. Perhaps
 more tests should be written for Ballbound as well.

 Finally, we need to see if BinarySpaceTree<BallBound<> > works correctly.
