 Hello Vahab,

 I'm sorry to report this but we actually received a simulated annealing
 implementation from Zhihao Lou that I finally committed.  Here is the
 mailing list thread where he contributed it:

 and the code is now in trunk, found in src/mlpack/core/optimizers/sa/.

 If you think that you can improve upon or expand upon his implementation,
 please feel free.  Nonetheless, thank you for the contribution!
