Comment:

 No, LAPACK and BLAS are (in general) necessary so that Armadillo will
 work.  Usually this is handled by the package manager, but not always.

 I won't link to the stable release's build instructions because they may
 be different.  Instead when a user checks the package out with svn, they
 can look at the README.txt file for build instructions.

 There is not a point filing bugs about things which "theoretically could
 be confusing to users" unless you actually have valid proof that they are
 confusing valid users (or in this case, developers).
