 As people download our package  and try to build from source, README.txt
 is a good start, the link http://www.mlpack.org/doxygen.php?doc=build.html
 does give them enough information to get our package built succesfully.
 (And there is also a file build.hpp in doc/guide, but it's not straight
 enough to users compared to README stuff)
   However, people would prefer to make things done with just one README
 file, so we need to add more information about "buiding mlpack from
 source" to the README file, a copy from
 http://www.mlpack.org/doxygen.php?doc=build.html is fine, but we can give
 more information than that, like package dependency, trouble shooting,
 etc.
