 error C1083: Cannot open include file: 'iconv.h': No such file or
 directory     \libxml2-2.7.8.win32\include\libxml\encoding.h  28      1
 mlpack
 }}}

 I could not find a way to ask CMake to find include path for iconv.
 I could only copy 'iconv.h' to \libxml2-2.7.8.win32\include for this
 problem.
