I have created an SRPM which (for the most part) follows the Fedora
Packaging Guidelines:

This SRPM needs to be checked to ensure it follows the standards set out
by the Fedora Project. Then, the steps here need to be followed to submit
MLPACK to Fedora:
http://fedoraproject.org/wiki/Package_Review_Process
The turnaround time on these things is generally not short, so this needs
to happen as soon as possible. Fedora in a virtual machine may be the
best way to test and build the package. I can provide the systems
necessary to do this, if needed.
The SRPM is attached. It can be unpacked with this:
`$ rpm2cpio mlpack-1.0.1-1.src.rpm | cpio -idv`
Getting MLPACK accepted into the Fedora repositories means it will find
its way into RHEL and CentOS in about fifteen years.
