 The licensing for MLPACK needs to be specified and located in the root of
 trunk.  Typically, this file is called 'LICENSE' or 'LICENSE.txt', and is
 accompanied by a corresponding 'COPYRIGHT' or 'COPYRIGHT.txt".  It should
 be noted that we CANNOT release without these files.

 I recommend using the debian machine readable format, such as described
 here:
